In Los Santos, anyone can apply for and obtain licenses to conduct business and make money. Whether you have an entrepreneurial mind or just need a business front for your business with the Cartel, you'll need a license in order to be considered legit.

All persons or entities operating as a business require some sort of license. Within the State of San Andreas, there are a variety of licenses that a single business owner will need to have to operate inside the law.

I. Starting a business...

Before you start your business, please consider the following questions:
  • Do I need a BUSINESS LICENSE?
  • What other license(s) do I need for my business?
  • Where is the location of my business going to be?
  • Will I own or lease the building/structure?

II. Licensing Rules and Regulations...

  • Persons or entities will be issued a business license upon successful completion of all prerequisites in order to obtain their business.
    • This license is good for the entire duration of said person or entity owning the business unless the license is revoked.
  • Persons or entities may apply for additional licenses as their business expands. For example, a bar owner may apply for a liquor or food license.
  • Any license may be revoked or suspended by Law Enforcement or Government Agencies for the following reasons:
    • Conducting illegal act(s), illegal business ventures, or any other infraction(s) to the San Andreas Penal Code or Los Santos Municipal Code.
    • Licenses may be temporarily suspended for one-week maximum during any investigation period.
    • Licenses may not be suspended or revoked without proper proof and investigation.
  • Businesses that are deemed by the city or state as vacant or inoperable will be reclaimed by the State and/or Municipal government.
    • Business owner(s) will lose their right to the property
    • If the business owner(s) purchased the property vs. leasing, they will be entitled to half the price of the business and any property.

III. License Types...

While there are many license types a business owner may need, only the Standard Business License will be issued to the business owner at the successful completion of their application and all prerequisites to obtain the business. Business owners are required to apply for any additional appropriate licenses that are required beyond the Standard Business License.
  • Standard Business License (Required for all business types)
  • Liquor License (Required in order to serve alcoholic and non-alcoholic beverages)
  • Food License (Required for any business that serves food or operates their business using food)
  • Tobacco License (Required for any business that sells or allows the use of tobacco products within the business)
  • Marijuana License (Required for any business that sells or allows the use of marijuana products within the business)
  • Advertisement License (Required for any business that advertises for themselves or on behalf of another business)
  • Delivery License (Required for any business that utilizes delivery of food/beverage/grocery)
  • Construction License/Permit (Required for any business that operates in the construction sector, private or not)
  • Public Event License (Required for any business that holds any event outside their business property)

IV. Land Ownership...

  • Businesses will be available for either lease (Most of them) or for purchase but the land will always be owned by the state and they have all the right to reclaim the land.
  • If the land is reclaimed and was bought by a person or entity, half of the property value will be refunded to the person or entity and the business will be put back onto the market.
  • If the land is reclaimed and a person or entity leased the business, they will lose the lease to the business and it will be put back onto the market.

V. Fees and Penalties...

  • There is a $15 USD fee associated with each license application. Fees may be paid to The City of Los Santos - Business and Licensing
  • Any persons or entities found to be operating a business with insufficient licensing will be subject to a $500 fine. Repeat offenders will be subject to criminal charges pursuant with the Los Santos Municipal Code, Section X, Item 24.
  • Any business suspected of illegal activity will be subject to temporary suspension. Operating a business during this time will be subject to a $1000 dollar fine as well as the possibility of jail time for the duration of the temporary suspension and/or completion of any investigations. Where applicable, criminal charges may also be filed.
  • These licenses and any liability therein are subject to change. Changes to this process and policy require no less than 30 days notice.
